President, Medicaid and Government Business Solutions (GBS) Enablement
Stephen Harris oversees HCSC’s Medicaid line of business along with strategic integration across the company’s government lines of business. Stephen has more than 20 years of experience spearheading business development and process improvement initiatives for top healthcare organizations. Through his extensive work in government programs, he has established a solid track record of driving growth, profitability and operational excellence.
Prior to joining HCSC in 2018, Stephen held a number of leadership positions with Molina Healthcare, most recently Regional Vice President, Health Plan Operations. He previously held various state plan president roles with the insurer, consistently exceeding growth and profitability targets.
Additionally, Stephen draws insight from his many years serving in financial management leadership roles, including the handling of SEC filings, investor relations, National Association of Insurance Commissioners (NAIC) statutory reporting, and annual budget and capital expenditure development.
Stephen holds an MBA from the University of North Carolina’s Kenan-Flagler Business School and a BA from Michigan State University.
