CHICAGO — Health Care Service Corporation (HCSC), the largest customer owned-health insurer in the United States, has appointed a new president of Medicaid. Anne Rote will be responsible for developing and executing innovative strategies to strengthen HCSC’s Medicaid operations and increase access to care. HCSC currently provides access to quality health care and related services to more than one million Medicaid members in Illinois, New Mexico and Texas.
“I am pleased to welcome Anne to our organization as we build on our commitment to serve some of our most vulnerable members,” said Nathan Linsley, senior vice president, Government and Individual Markets for Health Care Service Corporation.
“Under Anne’s leadership, we will continue to engage our members, providers and communities with strategic partnerships and intervention methods designed to improve the health of our current and future members. We will also expand into additional service areas and continue to partner with state government leaders, as we work together to make a meaningful difference for Medicaid members.”
Rote brings more than 25 years of experience in the development and ongoing operation of health care plans supporting Medicaid, Medicare and dual eligible members. She previously served as plan president and chief operating officer for Molina Healthcare, vice president of Medicaid for Optum, a United Healthcare company, and as CEO for Aetna Better Health Texas, among other positions.

Rote will be based out of HCSC’s Richardson, Texas office. She earned an undergraduate degree in economics, political science and policy studies from Rice University and an MBA from Southern Methodist University.
