Paula Steiner
President and Chief Executive Officer

As president and chief executive officer of Health Care Service Corporation (HCSC), Paula Steiner oversees the operations of the nation's largest customer-owned health insurer and fourth largest overall. HCSC, which operates the Blue Cross and Blue Shield plans in Illinois, Montana, New Mexico, Oklahoma and Texas, serves more than 15 million members and has more than 22,000 employees. HCSC also operates Dearborn National, which includes Dearborn National Life Insurance Company, Dearborn National Life Insurance Company of New York, Dental Network of America and DenteMax. Karen Atwood
Executive Vice President, Service and Technology

Karen Atwood is responsible for HCSC's Information Technology and Service Delivery and Operations divisions, overseeing the company's technology needs and claims, customer service and membership administration.

Before assuming this position in 2015, she served as president of Blue Cross and Blue Shield of Illinois (BCBSIL). Atwood joined BCBSIL in 1979 and headed BCBSIL's National Accounts Division, as well as served as HCSC's chief underwriter and in various roles in financial operations, cost and budgets, and financial reporting.

Atwood received a master's degree in business administration from DePaul University and a bachelor's degree in finance from the University of Illinois, Champaign/Urbana. She is a certified public accountant.

 

Colleen Reitan
Executive Vice President and President of Plan Operations

Colleen Reitan oversees Health Care Service Corporation's (HCSC) Blue Cross and Blue Shield plans in five states with a focus on the employer group market segment, which includes 12 million of HCSC’s more than 16 million members. In addition, she has overall responsibility for sales and account management for group markets, plus enterprise medical policy and clinical operations, provider services and network strategy, state government relations, product development and marketing, and strategic and community investment for all HCSC business segments, and Dearborn National, HCSC's largest subsidiary. Reitan also represents HCSC on the board for the nation's third largest pharmacy benefits manager, Prime Therapeutics.

Before assuming her current position with HCSC, Reitan served as executive vice president and chief operating officer for HCSC. She was responsible for financial operations, claims and customer service, enterprise analytics,information management and information technology.

She came to HCSC from Blue Cross Blue Shield of Minnesota, where she was the president and chief operating officer of the state’s largest health insurer. She served in a variety of positions during her career in Minnesota and has more than 30 years of experience in the Blues system.

Reitan has a master’s degree in health care administration from the University of Minnesota and an undergraduate degree in urban studies and economics from Minnesota State University.

 

Michael Frank
Senior Vice President, Tri-State Plans, and President, Blue Cross and Blue Shield of Montana (BCBSMT)

As senior vice president, Tri-State Plans, which includes the Blue Cross and Blue Shield Plans in Montana, New Mexico and Oklahoma, Mike Frank provides a strategic view at the enterprise level in how HCSC serves its members in these states. As president of the Montana Plan, he oversees operations, including the management for sales and account management, provider network contracting, medical management, government relations and public affairs.

Frank assumed his current position over the Tri-State Plans in 2016 and over the Montana Plan in 2013. Previously, he served as president and CEO of BCBSMT. Frank also served as a chief legal and operations officer, chief administrative officer, vice president of Corporate Integrity and Human Resources, and vice president of Compliance and Ethics. Before joining BCBSMT in 1999, he was a practicing attorney with Crowley, Haughey, Hanson, Toole & Dietrich, PPLP, headquartered in Helena, Montana.

He earned his Bachelor of Science in psychology from Montana State University and his Juris Doctor from the University of Montana.

 

Ted Haynes
President, Blue Cross and Blue Shield of Oklahoma (BCBSOK)

Ted Haynes is responsible for all BCBSOK operations, including sales and account management, network management, health care management, medical policy and external affairs. BCBSOK is the state's oldest and largest private health insurer.

Prior to assuming his current position in 2012, Haynes had served as vice president of Health Care Delivery for Blue Cross and Blue Shield of Texas (BCBSTX), with responsibility for health care provider networks, provider services, pharmacy programs and Medicaid operations. Previously, he served as vice president and chief operating officer of the BCBSTX Southeast Texas Region and as CEO of HMO Blue, Southwest Texas. Before joining the company, Haynes served as president and CEO of West Virginia Accountable Health Plan, a hospital organization and partner in another health plan in West Virginia, for which he was chairman of the board. He was appointed by the Texas governor to the board of directors of the Texas Institute of Health Care Quality and Efficiency.

Haynes earned a bachelor's degree from Stephen F. Austin State University and a master's degree in Dispute Resolution and Conflict Management from Southern Methodist University.

 

Dan McCoy, M.D.
President, Blue Cross and Blue Shield of Texas (BCBSTX)

Dr. Dan McCoy is responsible for all Texas Plan operations, including the management for sales and account management, provider network contracting, medical management, government relations and public affairs.

Most recently, he served as divisional senior vice president of Texas Market Strategy and Texas chief medical officer. Dr. McCoy served in this role since 2014 and was instrumental in the Texas Plan’s growth and Latino strategies in addition to its efforts to lowering the costs of care.

Dr. McCoy brings a broad perspective of the local health care delivery system as a physician for the past 21 years, former managing partner at Texas Dermatology Associates and medical director of the Melanoma and Skin Tumor Clinic at Baylor University Medical Center’s Outpatient Cancer Center.

He holds a bachelor's degree from Tarleton State University and a degree in medicine from the University of Texas Southwestern Medical Center at Dallas.

 

Kurt Shipley
President, Blue Cross and Blue Shield of New Mexico (BCBSNM)

Kurt Shipley is responsible for all BCBSNM operations for private and government business, including financial management, product development, marketing, managed care network operations and provider contracting, health care management functions, public affairs and government relations. Previously, he served as vice president, New Mexico Programs and Network Management, and he continues to be BCBSNM's lead executive for the New Mexico Medical Insurance Pool, the Indian Health Service contract, the Medicaid Salud contract, Provider Network and the Data Analysis and Reporting team.

Prior to joining BCBSNM, Shipley worked at Blue Cross and Blue Shield of Colorado and was responsible for internal and external financial reporting.

Shipley is a certified public accountant and holds a Bachelor of Science degree in accounting from Brigham Young University.

 

Maurice Smith
President, Blue Cross and Blue Shield of Illinois (BCBSIL)

Maurice Smith is responsible for all Blue Cross and Blue Shield of Illinois operations, including the management for sales and account management, provider network contracting, medical management, government relations and public affairs.

Before assuming his current position in 2015, Smith led the Health Care Service Corporation (HCSC) Treasury Department and corporate development initiatives — including mergers, acquisitions and the formation of strategic partnerships — and was focused on the key role capital deployment plays in corporate strategy. He also oversaw HCSC’s subsidiaries. Previously, he served as vice president, Corporate Transactions and Business Analysis, with responsibility for negotiating various mergers, acquisitions and strategic relationships, as well as corporate financial forecasting.

Smith holds a bachelor’s degree in business administration with a concentration in accounting from Roosevelt University in Chicago, Illinois.

 

Eric Feldstein
Senior Vice President and Chief Financial Officer

Eric Feldstein is responsible for HCSC's accounting, financial planning, treasury, tax, and procurement activities. He also oversees the company's actuarial group and decision-making processes related to underwriting and product pricing. Eric joined HCSC in 2016 after serving as executive vice president of American Express Company's Enterprise Growth Group. He also held senior operating and finance positions at other Fortune 100 companies, including vice president of finance and treasurer at General Motors Corporation, CFO and CEO of GMAC Financial Services, and Chairman of GMAC Insurance. Eric's leadership roles within financial services has provided him with extensive experience in the property and casualty, life and various other insurance lines.

Feldstein holds an MBA from Harvard Business School and a Bachelor of Arts in economics from Columbia University.

 

Thomas Lubben
Senior Vice President, Compliance, Audit, Security, Special Investigations, Privacy and Regulatory Oversight, and Enterprise Risk Management; Chief Ethics and Compliance Officer

Thomas Lubben is responsible for Health Care Service Corporation’s (HCSC) Compliance, Audit, Security, Special Investigations, Privacy and Regulatory Oversight divisions (CASSIP), and Enterprise Risk Management.

Previously, Lubben was vice president and corporate secretary of HCSC, where he oversaw corporate secretarial and governance matters. He joined HCSC's Legal Division in 1996 where he provided legal support in the areas of mergers and acquisitions, pharmacy, compliance, human resources and litigation.

Lubben has a Bachelor of Arts degree in political science from Calvin College and a Juris Doctor degree from the University of Illinois, College of Law.

 

Nazneen Razi
Senior Vice President and Chief Human Resources Officer

As senior vice president and chief human resources officer, Nazneen Razi provides leadership and direction for Human Resources operations, programs and initiatives. Her responsibilities include staffing and selection, performance management and development, compensation and benefits, workforce relations, labor relations, and employee services. She also oversees corporate diversity and corporate real estate development.

Prior to joining HCSC in 2011, Razi was responsible for setting HR strategy for Jones Lang LaSalle, a 40,000-employee, $3 billion global real estate services company with operations in 60 countries. Previously, she was responsible for key business and HR decisions for Comdisco, a Fortune 500 global technology services company.

Razi has more than 20 years of HR leadership experience in large, diverse and complex organizations. She has four degrees, including a Ph.D. in organizational development and an MBA in operations management and organizational behavior from Benedictine University in Lisle, Illinois.
