Patricia A. Hemingway Hall
President and Chief Executive Officer

As president and chief executive officer of Health Care Service Corporation (HCSC), Patricia Hemingway Hall oversees the operations of the nation's largest non-investor-owned health insurer and fourth largest overall. HCSC, which operates the Blue Cross and Blue Shield plans in Illinois, Montana, New Mexico, Oklahoma and Texas, serves more than 14.5 million members and has more than 21,000 employees. HCSC also operates Dearborn National, which includes Dearborn National Life Insurance Company, Dearborn National Life Insurance Company of New York, Colorado Bankers Life Insurance Company, Dental Network of America and DenteMax. Colleen Reitan
Executive Vice President and Chief Operating Officer

Colleen Reitan oversees Health Care Service Corporation's (HCSC) Blue Cross and Blue Shield plans in five states, which includes commercial markets, provider networks and state government relations. She also is responsible for financial operations, claims and customer service, enterprise analytics and information management, strategic support services, information technology, and strategic subsidiaries, including Dearborn National, TMG Health, Medecision and Academic HealthPlans.

Before assuming her current position with HCSC, Reitan served as president and chief operating officer of Blue Cross and Blue Shield of Minnesota, the state’s largest health insurer. She served in a variety of positions during her career in Minnesota and has more than 30 years of experience in the Blues system. In addition, she represents HCSC on the Prime Therapeutics board of directors, the nation's third largest pharmacy benefits manager.

Reitan has a master’s degree in health care administration from the University of Minnesota and an undergraduate degree in urban studies and economics from Minnesota State University.

 

Paula Steiner
Executive Vice President and Chief Strategy Officer

Paula Steiner is responsible for corporate strategy, marketing and government programs, as well as Health Care Service Corporation's (HCSC) retail business. In addition, she is accountable for external affairs, which is comprised of federal government relations, including legislative and regulatory advocacy and policy, corporate media relations, public affairs and advertising.

Steiner has served in several other positions at HCSC, including chief marketing executive and senior vice president, emerging markets. Before that, she served eight years as divisional senior vice president of Marketing and Sales and two years as vice president of Marketing for Blue Cross and Blue Shield of Illinois (BCBSIL). Before joining BCBSIL, Steiner was senior vice president, Brand Enhancement and Extension, at the Blue Cross and Blue Shield Association.

Steiner has a B.A. in economics from John Hopkins University and an MBA from the Wharton School.

 

John Cannon
Executive Vice President and Chief Administrative Officer

John Cannon oversees Health Care Service Corporation's Legal; Human Resources and Corporate Real Estate and Development; and Audit, Security, Special Investigations, and Privacy and Regulatory divisions.

Before assuming his current position, Cannon was executive vice president, general counsel, chief public affairs officer and corporate secretary at WellPoint. He also was WellPoint's interim president and CEO for several months. Prior to joining WellPoint in 2007, he served in various positions for 19 years at CIGNA Corporation.

Earlier in his career, Cannon was an attorney with Rawle & Henderson in Philadelphia, specializing in litigation and securities law. He is a graduate of Denison University and The Dickinson School of Law at Pennsylvania State University.

 

Stephen Ondra, M.D.
Senior Vice President and Enterprise Chief Medical Officer

Dr. Stephen Ondra is responsible for the strategy and oversight of medical policies, medical management, pharmacy, quality improvement and performance measurement programs. He also serves as a key national spokesperson for the company and health policy advocate for policyholders. Before joining Health Care Service Corporation, he was senior vice president and chief medical officer for Northwestern Memorial Hospital. Previously, he was appointed by President Obama as the senior policy advisor for the U.S. Department of Veterans Affairs and then served at the White House in the Executive Office of the President.

Dr. Ondra is a veteran of Operations Desert Storm and Desert Shield, and he was awarded a Bronze Star Medal and the Army Commendation Medal for his extraordinary service. After attending the U.S. Military Academy, he completed pre-medical studies at Illinois Wesleyan University and medical school at Rush Medical College in Chicago.

 

Deborah Dorman-Rodriguez
Senior Vice President, Chief Legal Officer and Corporate Secretary

As senior vice president, chief legal officer and corporate secretary, Deborah Dorman-Rodriguez is responsible for the management of Health Care Service Corporation's Legal Division, including supervision of litigation functions, acting as liaison to regulatory agencies, and providing legal advice and consultation regarding all legal issues affecting the company, including the areas of compliance, corporate transactions and risk management.

Dorman-Rodriguez joined Blue Cross and Blue Shield of New Mexico in 2000 as vice president and general counsel. She was formerly with the law firm of Simons, Cuddy & Friedman of Santa Fe, New Mexico, where she represented health insurers, physician groups and other health care organizations.

Dorman-Rodriguez earned a bachelor's degree in psychology from California State University and a law degree from the University of Oregon School of Law.

 

Thomas Lubben
Senior Vice President, Compliance, Audit, Security, Special Investigations, Privacy and Regulatory Oversight, and Enterprise Risk Management; Chief Ethics and Compliance Officer

Thomas Lubben is responsible for Health Care Service Corporation’s (HCSC) Compliance, Audit, Security, Special Investigations, Privacy and Regulatory Oversight divisions (CASSIP), and Enterprise Risk Management.

Previously, Lubben was vice president and corporate secretary of HCSC, where he oversaw corporate secretarial and governance matters. He joined HCSC's Legal Division in 1996 where he provided legal support in the areas of mergers and acquisitions, pharmacy, compliance, human resources and litigation.

Lubben has a Bachelor of Arts degree in political science from Calvin College and a Juris Doctor degree from the University of Illinois, College of Law.

 

Nazneen Razi
Senior Vice President and Chief Human Resources Officer

As senior vice president and chief human resources officer, Nazneen Razi provides leadership and direction for Human Resources operations, programs and initiatives. Her responsibilities include staffing and selection, performance management and development, compensation and benefits, workforce relations, labor relations, and employee services. She also oversees corporate diversity and corporate real estate development.

Prior to joining HCSC in 2011, Razi was responsible for setting HR strategy for Jones Lang LaSalle, a 40,000-employee, $3 billion global real estate services company with operations in 60 countries. Previously, she was responsible for key business and HR decisions for Comdisco, a Fortune 500 global technology services company.

Razi has more than 20 years of HR leadership experience in large, diverse and complex organizations. She has four degrees, including a Ph.D. in organizational development and an MBA in operations management and organizational behavior from Benedictine University in Lisle, Illinois.

 

Kenneth Avner
Senior Vice President and Chief Financial Officer

Kenneth Avner is responsible for decision-making processes related to product pricing, experience analysis, financial strategy, financial reporting, budgets, cost accounting, tax, receivables, disbursements, underwriting, and procurement. He also oversees Dearborn National.

Avner joined Blue Cross and Blue Shield of Illinois in 1986 as an actuary, with pricing responsibilities for HMO products and the PPO that had just been launched. He was named chief actuary in 1999. Prior to joining the company, he was a consultant with Tillinghast and Towers Perrin

Avner earned an undergraduate degree at Brown University and holds graduate degrees from Brown University and the University of Minnesota. He is a fellow of the Society of Actuaries, a member of the American Academy of Actuaries, a Chartered Life Underwriter and a Chartered Financial Consultant.

 

Maurice Smith
Senior Vice President, Treasury, Business Development and Subsidiary Management

Maurice Smith leads Health Care Service Corporation’s (HCSC) Treasury Department and corporate development initiatives — including mergers, acquisitions and the formation of strategic partnerships — and is focused on the key role capital deployment plays in corporate strategy. He also oversees HCSC’s subsidiaries, and he is chairman of the board of directors of Dearborn National Life Insurance Company, HCSC’s largest subsidiary, and Medecision, a subsidiary that provides health care management and coordination solutions.

Previously, Smith served as vice president, Corporate Transactions and Business Analysis, with responsibility for negotiating various mergers, acquisitions and strategic relationships, as well as corporate financial forecasting. He also has held management positions within the Financial Reporting group, including vice president of Financial Reporting. He joined HCSC in 1993.

Smith holds a bachelor’s degree in business administration with a concentration in accounting from Roosevelt University in Chicago, Illinois.

 

Karen Atwood
President, Blue Cross and Blue Shield of Illinois (BCBSIL)

Karen Atwood is responsible for all BCBSIL operations, including consumer and group sales and marketing, provider network contracting and management, provider relations, medical policy, medical and disease management, government relations and public affairs. Previously, she headed the BCBSIL National Accounts Division. Atwood joined BCBSIL in 1979. She has served as Health Care Service Corporation's chief underwriter and in various roles in financial operations, cost and budgets, and financial reporting.

Atwood received her master’s degree in business administration from DePaul University and her bachelor’s degree in finance from the University of Illinois, Champaign/Urbana. She is a certified public accountant.

 

Michael Frank
President, Blue Cross and Blue Shield of Montana (BCBSMT)

Michael Frank is responsible for setting the strategic course for BCBSMT, including all efforts to provide the highest quality, most affordable health care benefits, wellness and health education solutions, and customer service available in the state. BCBSMT is the state's oldest and largest health insurance company. An experienced business strategist and attorney, Frank’s service to BCBSMT started in 1999.

Prior to his appointment as president, Frank served in a number of leadership roles, including chief legal and operations officer, chief administrative officer, vice president of Corporate Integrity and Human Resources, and vice president of Compliance and Ethics. Before joining BCBSMT, he was a practicing attorney with Crowley, Haughey, Hanson, Toole & Dietrich, PPLP, headquartered in Helena, Montana.

Frank earned his Bachelor of Science degree in psychology from Montana State University and his Juris Doctor degree from the University of Montana.

 

Kurt Shipley
President, Blue Cross and Blue Shield of New Mexico (BCBSNM)

Kurt Shipley is responsible for all BCBSNM operations for private and government business, including financial management, product development, marketing, managed care network operations and provider contracting, health care management functions, public affairs and government relations. Previously, he served as vice president, New Mexico Programs and Network Management, and he continues to be BCBSNM's lead executive for the New Mexico Medical Insurance Pool, the Indian Health Service contract, the Medicaid Salud contract, Provider Network and the Data Analysis and Reporting team.

Prior to joining BCBSNM, Shipley worked at Blue Cross and Blue Shield of Colorado and was responsible for internal and external financial reporting.

Shipley is a certified public accountant and holds a Bachelor of Science degree in accounting from Brigham Young University.

 

Ted Haynes
President, Blue Cross and Blue Shield of Oklahoma (BCBSOK)

Ted Haynes is responsible for all BCBSOK operations, including sales and account management, network management, health care management, medical policy and external affairs. BCBSOK is the state's oldest and largest private health insurer.

Prior to assuming his current position in 2012, Haynes had served as vice president of Health Care Delivery for Blue Cross and Blue Shield of Texas (BCBSTX), with responsibility for health care provider networks, provider services, pharmacy programs and Medicaid operations. Previously, he served as vice president and chief operating officer of the BCBSTX Southeast Texas Region and as CEO of HMO Blue, Southwest Texas. Before joining the company, Haynes served as president and CEO of West Virginia Accountable Health Plan, a hospital organization and partner in another health plan in West Virginia, for which he was chairman of the board. He was appointed by the Texas governor to the board of directors of the Texas Institute of Health Care Quality and Efficiency.

Haynes earned a bachelor's degree from Stephen F. Austin State University and a master's degree in Dispute Resolution and Conflict Management from Southern Methodist University.

 

Bert Marshall
President, Blue Cross and Blue Shield of Texas (BCBSTX)

Bert Marshall is responsible for all BCBSTX operations, including sales and account management, health care management and medical policy. Previously, he served as president of Blue Cross and Blue Shield of Oklahoma (BCBSOK) and vice president of BCBSOK's Property and Casualty/External Operations.

Marshall joined BCBSOK in 1996. Prior to Blue Cross, he was vice president and director of operations for an Oklahoma insurance company, with responsibility for its group accident and workers' compensation program.

Marshall earned an economics degree from the University of Oklahoma and his Juris Doctor from the University of Oklahoma College of Law. He is a member of the Oklahoma Bar Association and Oklahoma County Bar Association.
